Drupal Configuration Step By Step Tutorial - Part 5: We can set date time value and format for our site. We can select our default time zone according to our local time. It give us flexibility. When our site for local reader, we can set according local time format.

To set date time format, we can access from administer > Site Configuration > Date and Time. We get page:
